Issues
Transportation:
We all know Napa County has major transportation issues. The construction
of the Highway 29/Trancas interchange has been completed but there is still
more work to be done. Bill Dodd continues to work tirelessly to increase
funding for Napa 's transportation needs and recently helped secure $76 million
dollars of State Prop-1-B bond funding for Jamieson Canyon. As past Chairman
and current Commissioner of the Metropolitan Transportation Commission he
has given a voice to the people of Napa County at a state and national level.
As a member of the Napa County Transportation Planning Agency he oversees
the planning and funding of Paratransit, the maintenance and improvement
of highways, streets and roads, and bicycle transit in order to ensure that
Napa Citizens are not burdened with traffic congestion now and in the future. For

Growth:
Irresponsible growth threatens our quality of life and our environment. With
the passing of Measures J and A, the people of Napa have shown their commitment
to ensuring the preservation of our agricultural land. Napa has a deep
agricultural heritage and as a Napa native, Bill Dodd has worked hard to
uphold regulations to maintain the quality of our agricultural land. Our
future generations depend on the decisions we make now to guarantee a bright

Affordable
Housing:
Napa County is facing an affordable housing crisis. It is critical we find
innovative approaches to solve our housing needs. Our children deserve the
chance to live and raise families of their own in the community they grew
up in, and without workforce housing, we further complicate our traffic congestion
issue. As a member of the newly formed Napa County Housing Authority, Bill
Dodd is working to find new ways for our County to do business in order to
choose the right projects that will bring our County new entry level housing
options.
Public
Safety:
The safety of the people of Napa County is a priority and with the increase
in gang and domestic violence, we must ensure our Sheriffs and Police officers
are well funded to allow them to do their jobs more effectively and efficiently.
With the Board of Supervisors, Bill Dodd has already helped build a new Sheriffs
facility by the Napa County Airport and a new Juvenile Justice facility in
Napa . However, we need to continue to fight to stay ahead of the curve in
protecting the people of Napa .
Water
A very serious water problem exists in Napa County in an area known
as the Milliken-Sarco-Tulocay area (MST). The MST is lies between Supervisorial
District 4 and District 5. This unique groundwater basin covers from
the Napa River on the west, Imola Avenue on the South and Hardman Avenue
on the North and the Mt. George range on the East. This groundwater
basin has had questionable water quantity issues for many years and very
critical problems continue to occur with wells throughout the basin. At
long last the County has come up with some ideas of how to help solve a large
problem. After first coming up with a plan that was too large and way
too expensive, a scaled down plan is being contemplated to bring a reclaimed
water line to the Napa Valley Country Club. Along that line, large
vineyard owners will also use reclaim water and it is my hope that
the system piping will be sized so that if needed, more property owners could
hook up to the system. Other components of this program will be water
conservation, limited extensions of City Water for domestic uses and further
study of the aquifer and recharge possibilities.
It is impossible to discuss the work that has been completed to date on this project without mentioning the GULP group. GULP is an independent group of property owners who have been involved in advocating, studying and information dissemination about the MST to their neighbors. They have put in countless hours of time and effort to make sure the property owners were well represented in the process.
